The Steuben County Planning Department has organized a four part training intended for Town/Village Board, Planning Board and Zoning Board members. A light dinner will be provided. Attendees of this training will receive credit towards their annual requirements.

Part I: – Model Intermunicipal Floodplain Overlay District Local Law, Jayme Thomann, AICP, CFM - Senior Planner - G/FLRPC

Jayme Thomann will discuss the Model Intermunicipal Floodplain Overlay District Local Law and its applicablity to souther tier communities. The prupose of this project is to create a ready-to-use local law that promotes the no adverse impact approach to floodplain management by encouraging neighboring municipalities to coordinate during the planning and development review process in order to prevent increases in flood damage to other properties.


Part II: Finger Lakes Land Trust – Kris West, Senior Field Representative - Finger Lakes Land Trust

Kris West is a senior field representative with the Finger Lakes Land Trust and will provide an overview of current initiatives being undertaken by the land trust in the southern tier.


Part III: Clean Energy Communities Initiative – Katherine Herleman, Clean Energy Communities Coordinator - CCE Schuyler

The Clean Energy Communities Program provides grants, direct technical support to communities, and recognition to local governments that demonstrate leadership in the area of clean energy. NYSERDA has identified ten high-impact actions that local governments can take to save money, foster a vibrant economy, and improve the environment. By completing four of the ten high-impact actions, the applying jurisdiction shall earn the Clean Energy Community designation as well as a grant, up to $250,000 per municipality with no local cost share, to support additional clean energy projects.


Part IV: Planning Department Update – Matt Sousa, Senior Planner and Dan Kahabka, GIS Coordinator

Matt Sousa will provide an overview of SEQR updates that are being rolled out for 2019 as well as some additional information on 239-m procedures, departmental resources, and tools for technical assistance.

Dan Kahabka will provide a brief overview of the web based GIS mapping tools that are now accessible on the county website. He will also answer general questions regarding the GIS mapping resources and capabilities that are available to municipal officials.
